(LEXEGESE) - The European Commissioner for Climate Action, Connie Hedegaard, announced on 12 November 2012 that the European Union would defer the requirement under the EU Emissions Trading System for airlines to surrender allowances for flights into and out of Europe. This decision follows the discussions that took place last week in the Council of the UN International Civil Aviation Organization (ICAO) on a global market-based approach to regulating greenhouse gas emissions from aviation.
